"James Baker was a lawyer who served in Brownwood and later in San Saba where he grew up. For a time he served as Mayor of San Saba and also as City Attorney, but the work he was chiefly interested in as a public official was his work as chairman of the Board of Trustees of the rural schools of San Saba county. He was a democrat, and elder in the Presbyterian Church, a member of the Masonic Lodge and dirctor of the Chamber of Commerce."
