Vermont Attorney General. He graduated from Brattleboro High School in 1886, studied law, was admitted to the bar in 1891, and practiced in Brattleboro. A Republican, he served as Windham County State's Attorney from 1894 to 1896, and held other elected and appointed positions including member of the Vermont Library Commission. In 1904 and 1905 he served as Brattleboro's member of the Vermont House of Representatives. When the position of Vermont Attorney General was reestablished in 1904, Fitts was selected by the legislature. he was reelected by popular vote in 1906, and served from October 1904 to October 1908. Fitts served as President of the Vermont Bar Association in 1912 and 1913, and was a Vice President of the American Bar Association, in addition to being active in several businesses. He died at the home of relatives after an extended illness and unsuccessful surgery.
