Married Cynthia Carter in 1974 in Vale, Oregon. Lived in Oak Harbor Washington near NAS Whidbey Island until 1974 when he was honorably discharged from the Navy. Moved to Corvallis. Attended Oregon State University graduating with a degree in business administration in 1981. Lived in Philomath until 1991 when they divorced. Worked in property management and maintenance. Owned a maintenance and remodeling business. Fond of collecting various and sundry items that he found of interest. Loved to bowl. Worked at the Corvallis Bowling Alley. Taught his children to bowl. Often took them to bowling alley for a few quick games. An avid fisherman.
His children Rachael and Fletcher Phelps, parents Larry and Margaret Phelps, brothers Larry J. (Ann) Phelps and Lyndon Phelps, sister Connie (Ron) Guy, stepbrothers and stepsisters Camille Freeman, Roger and Carolyn McCord, Tony and Pennie Freeman, Gary and Sue Freeman survive. Predeceased by mother Dorothy Jensen Phelps Freeman, stepfather Cleo Freeman and stepbrother Carry Freeman.
Services held at the Ririe LDS Church conducted by brother Larry J. Phelps. Burial under the direction Manning-Wheatley Funeral Chapel with military rites provided by the Bonneville County Veteran's Team.
