Walter was the son of Martha C. Bryan Lowe and Walter Bedford Lowe, Sr. He grew up in Garden City, Texas. He played football, basketball and ran track. After graduation in 1965, he attended the Schreiner Institute in Kerrville, Texas. He married and was drafted into the Army in March 1968. He was assigned as a squad leader to D Company, 2nd Battalion, 503rd Infantry Regiment, 173rd Airborne Brigade. He and another soldier were killed by an explosive device.
