US Congressman. A member of the Democratic Party, he served the State of Pennsylvania's 20th District in the United States House of Representatives from 1968 until 1993. His father had worked in the Pennsylvania coal mines, Joseph served in the Pacific Theater with the United States Navy during World War II. Upon his return home, he attained his law degree from the University of Notre Dame and began practicing in Pittsburgh. He entered the political arena, when he served with the Pennsylvania State Senate in 1967. Additionally, he served as the Deputy Attorney General and Assistant Solicitor of Allegheny County. During his tenure in Congress, he was a force in the drafting of the Employee Retirement Income Security Act, which protects workers' pensions. He was also involved with the establishment of the Congressional Steel Caucus which fought for quotas on steel imports.
