German Chancellor. A member of the Center Party, mostly composed of lay Catholics, he was twice Chancellor of Germany in 1923-1925 and 1926-1928. He studied law at the University of Bonn and was a judicial assistant before being selected as a judge in Eberfeld in 1884. He was politically active, becoming the local leader of the Center Party in Eberfeld in 1899 and then the leader of the Party in Duesseldorf in 1908. He was elected the the Prussian Parliament in 1889 and served there until 1918 and then it its successor, the Constitutional Assembly for the Free State of Prussia from 1919 to 1920. He was also first elected to the German Reichstag in 1910 and served in the party leadership from 1916 on and was a member of the peace faction. After the war, when the Weimar Republic was declared, he became a member of the National Assembly in 1919. From 1922 to 1928, he was the leader of the Center Party in parliament. After the fall of the Stresemann government in 1923, he was selected by President Friedrich Ebert to form a minority government as Chancellor. He led Germany through the recovery from the 1923 hyperinflation, successfully introducing a new currency in November 1923. He ran for election as President of Germany in 1925 but lost narrowly to Hindenburg. He served as Justice Minister in the cabinet of his successor as chancellor, Hans Luther, and retook the post as chancellor in 1928 when Luther failed a motion of no confidence. When the Social Democrats won the parliamentary election in 1928, he was replaced as Chancellor by Hermann Müller. He remained in parliament until 1932, when he retired to Bonn.
