Per his obituary, Hugh was descended from Elk Grove pioneers and the brother of Martha, Charles, and Mary. Hugh graduated from UC Berkeley and Hastings Law School. On June 30, 1904 in Sacramento County, he wed Minnie Bannon. He was Sacramento County District Attorney for eight years and Sacramento City Attorney for 16 years. He was once employed by the State of California to codify all of its rules and regulations. In 1953 Hugh retired from the law firm of Bradford, Cross, Dahl and Hefner. He was survived by his wife Minnie, son Philip, daughter Margaret, sisters Martha and Mary, as well as 3 grandchildren.
