Phebe Todd Wagle was born on 10 July 1812 in Madison County, Kentucky, the daughter of Isaac Todd (1782-1869) and Sally Todd Todd (1790-). She married Jonathon Jeptha Wagle in Madison County, Kentucky 10 February 1833. They were the parents of eleven children - ten girls and one boy. Phebe and Jonathon's first five children - Juliann, Sarah, Mary Ann, Nancy R., and Isaac Todd Wagle - were born in Madison, County. Phebe and Jonathon must have moved to Cass County, Illinois prior to 1841 when their sixth child was born. The other six children born in Hagener Township, Cass County, Illinois were Malinda, Esther, Elizabeth, Arthussy Jane, Cynthia and Martha Ellen.

Ten of the children were married in Cass County. There is no marriage record for Nancy R. Wagle. The other children who married in Cass County, Illinois were:
