Elmer was born 8 Aug 1893, at Burrville, Sevier, Utah, to george Birch Waters and Laura Ann Burr Waters.
He attended school in Utah, Evanston, Wyoming, and in Rigby.
He married Melbie Ormond 3 Jun 1914 in the Logan LDS Temple.
He formerly lived in Grant, Idaho, Evanston, Wyoming and Garland, Utah. He farmed in the Clark area, and operated a Service Station and Grocery Store in Clark, Jefferson, Idaho. He owned one of the few threshing machines in the area, and did custom threshing for several years. During World War II he worked at Hill Air Force Base, Ogden, Utah.
He was Bishop of Clark Ward and worked for many years in the Idaho Falls LDS Temple.
He died 21 Jun 1984 in a Clark nursing home, and is buried in the Rigby, Pioneer Cemetery.
