Orville is the middle child of seven children born to Glaud Orgill Housley and Martha Obray Thomas. His siblings are Louis Glaud, Mildred, Jessie, Martha, Annie, and Kate. All of the children were born in Paradise, Utah in Cache County. By 1930 they had moved to St. Anthony, Idaho where his father was a laborer on the sheep ranch.
Orville registered for the World War II draft February 12, 1942. He served in the war in the US Navy. At the time he went into the Navy he was working for J.P Croff Company, a variety store. Upon his return from the war he returned to their employ. In May 1947 he was named the manager of the store in St. Anthony.
In the meantime, Orville married Helen Huskinson on August 31, 1946 in Rexburg, Idaho. They became parents to a son, Ronald Ted. The family moved to Wilder, Idaho where Orville had ownership in a variety store. Helen died in 1950.
There is no evidence that Orville remarried. Public records show that he lived in Boise, Idaho.
