Arthur was born July 29, 1939 at Patch Grove, WI, to Ray and Nina (Shrake) Allbee. He married Joanne Novey, May 22, 1965 at St. John's Catholic Church in Prairie du Chien, WI.
Arthur was survived by his wife, one son James Michael and a daughter Cynthia Susan. He was also survived by four sisters, Velva Wolfe, Wilma Valley, Ruth Critchlow and Lorna Brunson.
