Frederick L. Burrell was born in Massachusetts, the son of Joseph W and Caroline (Hunt) Burrell and educated in Alabama with a background in Civil Engineering. He moved to Nebraska in 1882 living in Omaha with his wife and daughter and a partner in the firm of Kenney, Simmons, and Burrell (believe this was an architectural and engineering firm). The family moved to Fremont in 1885 where he was first a civil engineer for the Chicago Northwestern Railway, later becoming the Superintendent of Bridges and Buildings and the County Surveyor for Dodge County. He also served as city engineer and was a member of the city council.

His obituary states that he was a former Mayor but haven't found what years.

He was the father of another child, William Raymond, born 12/17/1885.
