Patricia Spafford was born at Shell Lake, Wisconsin, on August 17, 1925, the daughter of Frank Spafford and Agnes Kennedy. She graduated from Shell Lake High School and then attended Superior State Teachers College. She also earned an accounting degree from the University of Minnesota, after which she went to work with the Wisconsin Department of Revenue.

On October 22, 1949, she married James W. Smith. They lived for a time at Minneapolis, where they owned a number of businesses, and then moved to Rice Lake, Wisconsin, in 1957. They operated a municipal bus line for a time and then took over the bus service for the Rice Lake schools.

After her husband died in 1969, Patricia continued to manage the bus operation until 1982, when she sold her business and moved to Shell Lake. Patricia was active in Wisconsin politics and was elected as the state representative for District 75 in 1978, 1980 and 1982. She also served on the Washburn County Board, the Shell Lake City Council and was mayor of Shell Lake for a time.

Patricia died at her home in Shell Lake on December 31, 2002. Funeral services were conducted at St. Joseph’s Church in Rice Lake and St. Joseph’s Church in Shell Lake, with interment at St. Joseph’s Cemetery near Shell Lake. She was survived by her daughter and five sons; eight grandchildren and one great-grandchild; and one sister. In addition to her husband, she was preceded in death by her parents; her brother Bill and two sisters, Marianna and Beverly.
