Stephen Kent Welch, 72, of Jefferson City, passed away Saturday, December 6, 2014, at Jefferson City Nursing and Rehabilitation Center. He was born January 18, 1942 in Jefferson City, a son of Maurice and Virginia (McKenna) Welch. On June 27, 1964, Stephen was united in marriage in Jefferson City, to Laura Phillips, who survives at their home.
Stephen was a graduate of Helias High School. He served in the Navy from 1960 to 1964. He was a police officer and worked at the Jefferson City Police Department from 1966 to 1998, he worked his way up to Captain and Acting Chief of Police. Stephen founded the neighborhood watch program, and loved every minute he spent working with the Special Olympics, he also enjoyed fishing, boating and spending time with his family.
Along with his wife Laura, Stephen is also survived by one daughter: Lesley Elliott (James) of Holts Summit; one son: Michael Welch of Jefferson City; two sisters: Beth Scherr (David) of Atlanta, Ga. And Kathy Abner (Scott) of Holts Summit; and one brother: David Welch (Sharon) of Jefferson City; two granddaughters: Annie Hoffman and Lisa McIntyre; three great-granddaughters: Addie and Lacey Hoffman and Elisabeth McIntyre. He was preceded in death by his parents.
Friends will be received from 10:00 a.m. to 12:00 p.m. Tuesday, December 9, 2014, at the Houser-Millard Funeral Home. Funeral Services will be at 12:00 p.m. with Reverend Murl Nash officiating. Interment will follow in Riverview Cemetery. Expressions of sympathy may be made to the great-granddaughters c/o Laura Welch or Missouri Special Olympics.
