CECIL'S EARLY YEARS
Cecil Wayne Pulliam was born June 30, 1948 in Jackson, Tennessee. Cecil was the sixth of ten children born to Uree Pulliam and Mary Alice Crawford Pulliam. Cecil accepted Jesus Christ as his Lord and Savior at the age of 7, was baptized and became a member of the Macedonia Missionary
Baptist Church in Buena Vista, Mississippi. In 1959, at the age of 10 years, Cecil relocated to Berkeley, California with his parents and siblings. He and his family united with Mount Zion Missionary Baptist Church of Oakland. While living in Berkeley, California, he attended Franklin
Elementary School. In 1960, Cecil and his family moved to Oakland, California, where he attended Peralta Elementary School and Claremont Junior High School. In 1967, he graduated from Oakland Technical High School and then studied at Laney College. On June 29, 1975, Cecil became the
proud father of Cecil Patrick Pulliam "Lil Cecil': Cecil married the love of his life, Janet Rigmaiden, on September 7, 1991.

CECIL'S OCCUPATION
Cecil developed an interest in woodworking while in junior high school. Cecil learned carpentry from both his Uncle Genie Crawford and his mother, Mary Pulliam. Later, Cecil worked in an apprentice and journeyman program under master carpenter/tradesmen, Mr. Marshall, where he mastered his trade. Cecil was employed by General Motors Corporation and United Airlines as a mechanic. After leaving United Airlines, Cecil acquired his General Contractor's License and in 197?, started his own company, "Pulliam Construction': Cecil was awarded numerous contracts
through the City of Oakland Housing and Community Development Program and established an extensive list of customers who appreciated his dependability, knowledge and mastery in his field.

CECIL'S LIFE OF SERVICE
While a member of Mount Zion Missionary Baptist Church, Cecil served on the Junior and Youth Usher's Board, sang in the Youth Choir and was a member of the Boy Scouts under the leadership of the late Brother Joseph Collins. Cecil later served as a trustee for two terms. In 2013, after
faithfully attending Higher Ground Church for over a year, Cecil and Janet united with Higher Ground Church. Cecil loved attending Sunday School, Weekly Worship Service and Bible Study. Cecil was soon asked to chair the Higher Ground Church Beautification Committee. Cecil's last
project was to remodel the Higher Ground's Sanctuary bathroom to make it ADA compliant. He lined up the electricians, plumbers, obtained an architect who drew up the plans and received a work permit from the City of Oakland to begin the project. Cecil looked forward to beginning the fund-raising phase of the project for the church, but his health prohibited him from completing
the project.
Cecil was a cheerful financial supporter of the church. Cecil gave his time and talents to construction
projects often donating his labor costs to the churches where he held his membership. Cecil also freely gave his time and talents to his family and close friends. Cecil was a role model to his children, grandchildren, nephews and nieces. All who came to know him loved him dearly, including his doctors and health care professionals at Kaiser Hospital. Cecil was determined through his illness to be a witness of God's grace and mercy. He shared his faith to everyone that he encountered. Most important to Cecil was beginning each day by reading the word of God and praying. Daily, Janet setup his "station" which included his Bible, daily devotionals and his glasses. When he could no longer attend church services, Cecil and Janet looked forward to the bi-weekly Saturday evening prayer meetings in their home with his siblings, and visits from fellow church members including his pastor, Billie Dempsey. Pastor Dempsey and his family offered Cecil and Janet words of encouragement and comfort from the word of God. The Dempsey children uplifted
Cecil and Janet with songs, beautiful drawings and letters of encouragement.

PRESENT WITH THE LORD
Cecil departed this life on Thursday, November 27, 2014 - Thanksgiving Day. Preceding Cecil in death are his father and mother, Uree and Mary Pulliam; his sister, Loraine Braxton; brothers Eure Pulliam, Charles Pulliam, and Clarence Leon Pulliam; nephew, Jared Pulliam, granddaughter
Chae Amani;, father-in-law Jesse Smith; sister-in-law Barbara Singleton; and brother-in-law, Jesse "Butch" Smith.
