Wallace was born in Oakville, Kentucky, the ninth child of Joe Sephus Russell and Sarah Isabella Boyd. His brothers and sisters included Robert Andrew, Ada Narcissus (Moseley), Mollie (Akin), Ruth (Beaty), William Allen, Rebecca Ann (Harper), Joe Shelby, John Ethridge, Jesse Lee, and Carrie Bell (Orndorff).

Wallace's education included a one room country school, a private normal school in Russellville, KY, Bethel College in Russellville, KY, the Medical Department of the University of Tennessee, and eventually Northwestern University, Illinois.

Dr. Russell was a medical missionary sent to China by the Methodist Church. He started a hospital (1918) and a nursing school (1919) in Changzhou. He died of Typhus Fever while caring for soldiers during the fighting between the "war lords".


The Marker Transcription for the stone at Paradise Cemetery, Soochow (now Suzhou), which was destroyed during the Cultural Revolution, read:

Age 43 years, 25 days.

(On east face):

Sixteen years of
Loving service for his
Master with the Chinese
were finished when
during Che. and Ku. war, 1925,
He fell victim of typhus fever
and went home to rest.

(On west face):

Chinese characters saying that the monument had been erected by his wife and children.
