Barney was born in the big city of Clipper in Miller County, Arkansas. Attended school in Fulton, Arkansas until Fulton schools closed; then finished high school in Hope, Arkansas. Pastored several Missionary Baptist churches, mainly in southwest Arkansas and was pastor of the New Shiloh Baptist Church in Mineral Springs, Arkansas, when he passed away due to complications following surgery. He married a beauty from Guy, Arkansas, and together they had three children.
