Vance Criswell McCormick was born in Harrisburg, Pa. He attended Harrisburg Academy before furthering his education at Yale University. While at Yale he was a member of the football team and in 1893 he was named to Walter Camp's All American Team as the first team quarterback. Following graduation, at is girlfriend's urging, he visited the Carlisle Indian School in Carlisle Pa. to help them organize their first team.

A life long Democrat, McCormick was active in local, state and national politics. At various times he served on Harrisburg's City Council, as Mayor of Harrisburg, delegate to the Democratic National Convention and served as chairman of the Democratic National Committee. In 1914 he was the Democratic standardbearer for the govenorship but lost. He was also an advisor to then President Woodrow Wilson.
