He married Gracie Lee Billingsley on 27 June 1991, in Tipton County, Tennessee. To this union were born three children; Alicia Sue Sullivan, James Leroy Sullivan and Joseph Lee "Junior" Sullivan II.
Joseph Leroy Sullivan is survived by his children; his mother Doris Sue Materna Sullivan; grandchildren, Stacie Renae Sullivan, Logan Michael Adkins, Luke Malachi Adkins and Jayden LeColle Sullivan; sister Dorothy Rae Sullivan Heathcoat; and brother Edward Lee Sullivan; nephews Chrisopher Lee Heathcoat, David Michael Heathcoat and Colten Lee Sullivan.
