She was the daughter of the late Charles Henry and Ruth J. (Hartlaub) Bowers.
Mrs. Starner was a homemaker. She was a Littlestown High School graduate and was a member of St. John's Lutheran Church, Littlestown; the Everwilling Sunday School Class; church choir; Order of the Eastern Star, Hanover; and helped with the Social Ministry at her church.
She was the wife of Albert M. Starner for al most 62 years and surviving, in addition to him, are her brother, C. Robert Bowers of Littlestown; and nieces and nephews.
She was preceded in death by a brother, George R. Bowers.
