He was born April 6, 1919, near Ethel, Mo., son of Leslie Enoch and Olive Catherine Arbuckle Kelso. He married Dorothy Shannon on May 21, 1943, at Gorin, Mo. After graduating from high school at LaPlata, Mo., he attended Northeast Missouri State University in Kirksville. He received a bachelor of science degree and taught in the rural schools of Macon County, Mo., and in the secondary schools of Atlanta and La Plata, Mo. He was superintendent of the public schools of Steffenville, Mo., in 1942, when he entered the U.S. Army with which he served until 1945.
After World War II, he returned to graduate study at the University of Missouri, Columbia, where he completed requirements for a master's of educationd degree in 1946 and a doctorate of education in June 1948. He came to the University of Northern Iowa in 1948. In 1949, he initiated the Student Counseling Services , which he directed for almost 30 years.
He is survived by his wife; two daughters, Karen Sue Kelso and Colleen Kelso Westin, both of Cedar Falls; three brothers, John Kelso of New Cambria, Mo., and George Kelso and Elmer Kelso, both of Arlington, Texas; and three grandsons." The Courier (Waterloo, Iowa), February 25, 1985
