Born Nov. 20, 1903 in Vandergrift; parents James W. and Edith (Barker) Willard; James attended Homestead public schools; Farrell High School; manufacturer of burial vaults and graveside equipment; member of numerous fraternal and civic associations. He was a Republican Committeeman, Shenango Twp, 1950-1951; member of the state House of Representatives, 1956-1964; and elected to the state Senate, 1966. He married Cornelia E. Anderson. The senator died at Pulaski, Lawrence County, April 27, 1988.
