Charles Keppen was the second son, but the first child born in the United States, to John and Amelia Hauman Keppen. His older brother, Emil Keppen, was born prior to his parents emigrating to the United States from Poland.

Following her husband's passing in 1916, Amelia married John Betke, whose wife Alwine Zirot Betke, had also died an early death.

Together, John and Amelia Hauman Keppen Betke, raised their blended family of five children: Emil Keppen, Charles Frenderick Keppen, Fred William Betke, Margaret Elizabeth Betke Marshall (Julius), Elsie Pauline Betke Heckel, and Henry Albert Betke.
