Billy Vernon Skaggs, 65, passed away Saturday, July 5, 2014. He retired from Phillip Morris as a machinist after 33 years of service. Billy was a member of Charlestown Road Church of Christ. He enjoyed woodworking and making ink pens.

Billy was born on February 5, 1949 in Smiths Grove, Kentucky to Lorine (Howard) Watt, and the late Vernon Exton Skaggs. He was also preceded in death by his step father, Fred J. Watt.

He is survived by his loving wife of 44 years, Marlana Lea (Martin) Skaggs; daughter, Marla Tomes (Gene); sisters, Shirley Mills (Don), Sharon Price (Denny); brothers, Fred K. Watt (Cheryl), Donnie Skaggs (Theresa), Michael Skaggs (Paula), and Timothy Watt.

Visitation will be from 2 PM to 8 PM on Tuesday, July 8, 2014 at Newcomer Funeral Home (3309 Ballard Lane, New Albany, Indiana). His Funeral Service will be at 10 AM Wednesday at Charlestown Road Church of Christ (4601 Charlestown Rd, New Albany, IN 47150) with burial to follow at Rose Hill Cemetery in Elizabeth, Indiana.
