John Richard Surratt, a lifelong citizen of Winston-Salem, North Carolina, died peacefully on August 5, 2014, at the Kate B. Reynolds Hospice Home.

Born in Winston-Salem on August 7, 1928, to Wade Talmadge Surratt, Sr. and Julia Efird Surratt, John was educated in the Winston-Salem city schools and graduated at age sixteen from R. J. Reynolds High School in 1945, the University of North Carolina at Chapel Hill in 1948, and Duke University Law School in 1951. He was admitted to the North Carolina State Bar in 1951. John also served his country in the Korean Conflict from 1952 to 1954 as an Army Captain in the Judge Advocate General (JAG) Corps.

John was elected and served as Mayor of Winston-Salem from 1961 to 1963. He implemented the sister-city program pairing Winston-Salem with Bucaramanga, Columbia and improved roadway transportation city-wide, among other accomplishments. He remained passionately involved in community service throughout his life including as Associate Judge of Municipal Court (1958-1961), President of the Forsyth County Bar Association (1983-1984), President of the Stratford Chapter of Rotary International, member of the Board of Directors of the Chamber of Commerce, Chairperson of the Winston-Salem/Forsyth County Planning Board, Elder of First Presbyterian Church, and active member of St. Paul’s Episcopal Church. Always willing to share his time and talents, he supported numerous other local organizations in service to the city he cherished. A dedicated attorney, he practiced law in Winston-Salem for 63 years, never retiring, most recently as partner at Surratt & Thompson PLLC.

John enjoyed sharing good times with friends, whether entertaining at home or out on the town. He was a long-time member of Old Town Club, where he was active socially and enjoyed many a round of golf and other activities, as well as the Twin City Club. More recently, he enjoyed the comradery of the ROMEOs (Retired Old Men Eating Out). He regaled many an audience with lively yarns told with a twinkle in his eye and a hearty laugh. He embraced life with gusto, whether fishing, sailing, or playing bocce at the beach. Passionate and ever loyal to his many friends and family, he was happy enjoying a fine meal with the right wine, adventuring on travels near or overseas, or dancing the night away with his bride of 53 years.

Surviving are his devoted wife Estella Eason Surratt of the home; his three daughters: Meg Hilleary (Brent) of Winston-Salem, Estella “Happy” Ramsey (Ric) of Panama City, FL, and Susan Surratt of Winston-Salem; three grandchildren: Alex Hilleary, Joseph Hilleary, and Sarah Surratt Shearburn; and several nieces and nephews. He was preceded in death by his parents and his brother Wade T. Surratt, Jr. and his wife, Nancy.

A memorial service will be held at 2:00 on Friday, August 8, at St. Paul’s Episcopal Church. In lieu of flowers, the family requests memorial donations be made to Senior Services 2895 Shorefair Dr., Winston-Salem, NC 27105, The Winston-Salem Foundation, 860 W. 5th St., Winston-Salem, NC 27101, or to the charitable organization of your choice.
