J. C. Romine was born to Charles Henry Romines and Bessie Snow on July 29, 1924 in Snyder, Kiowa County, Oklahoma. He moved to the Picher-Cardin, Ottawa County, Oklahoma area to work in the mines. He married Wilma Mae Brewer on February 22, 1942. On August 9, 1944 he enlisted in the U.S. Army. He served in World War II. His career in the U.S. Army ended on November 10, 1946. Jake worked for over twenty-five years for the B.F. Goodrich Plant in Miami, Ottawa County, Oklahoma. He spent most of his life in the Ottawa County area. He parted this life on August 14, 1981 due to a long battle with bone cancer.

He was preceded in death by his father, Charles Henry Romines. Charles Henry Romines was born on May 25, 1905 in Oklahoma City, Oklahoma and died on May 21, 1969 in Stanislaus County, California.

His mother, Bessie Crain was born on May 31, 1907 in Oklahoma and died in October of 1983.
