I believe her to have been born to Guy E. Padgett who committed suicide around the time of her birth. Her young mother I believe to have been Louise Padgett b 1880 whose father in 1900 census is listed as from Germany. I believe 3 year old Hattie [and later] Mildred were largely raised by grandparents George T. & Mary C. Padgett, who along with her father are buried at Congressional Cemetery in D.C. Their young mother remarried as Louise H. Purcell and lived from 1880 - 6/2/30, age 50, and so far I have no further details except Hattie and her 2 children Robert & Richard Crouch were born in the 1920's and were named in Midred's Obit in 1976 as her nephews. Louise H. [Padgett] Purcell's second husband appears to have been Joseph [L.?] Purcell b aprx 1880 as well.
