Paul was the son of Richard Leo Bird and Bertha Hannah Hampton. He was born in Salt Lake City and spent his early childhood in Springville, Utah, living with his grandparents, as his mother had died of birth complications. He rejoined his family and step-mother, Mae Alder Bird, and grew up in Forest Dale, Salt Lake City.
He married Mary Ashton, whose family he had known well, and they moved to Portland where they reared their two children, Merrilee and Paul.
