Arthur Graduated from Petoskey High School in 1925 and from the University of Michigan in 1929.

He served as Mayor of Petoskey, Michigan in 1941, 1942 , and part of 1943 when he took a leave from the paper to serve as public relations director a division of the War Department in Detroit, Michigan.

Serving his country in World War II, Arthur attained the rank of Stafff Sargent before being discharged France. Afterward, he returned to Petoskey where he became publisher of the Petoskey Evening News. In 1953 he sold the paper and it became the Petoskey News-Review.

Arthur Hinkley served as President of the Petoskey Chamber Commerce, Winter Sports Club. Petoskey Bay View Club, and several other organizations. He was also a member of the Petoskey's Elk Lodge. In 1954 he returned to Detroit and where he was associated with the Detroit Times and the Greater Detroit Board of Commerce.

Stone Funeral Home handled the arrangements and the Rev. Dudley Burr officiated at services in Petoskey, Michgan.
