William Frank Skinner was born 30 April 1828 in Tuscaloosa, Alabama to Thomas Hiram Abeth Skinner and Amaza (Mazey) Lee Jones. He married Martha Mary Miears 22 July 1852 in Pontotoc, Mississippi and they had eight children: John T. Skinner, Simeon E. Skinner, Anna B. Skinner, Cora B. Skinner, William D. Skinner, Elberter I. Skinner and Dora F. Skinner.

In 1862 he joined the 31st Regiment, Mississippi Infantry along with his brothers John Beal and Richard Lafayette Skinner. In early 1864 he was listed as deserted from his company, however, he is now found in a POW register showing that in late 1864 he was released near Memphis, Tennessee after sighing the Oath of Allegiance.

In 1880 he is shown on the census as now residing in Arkansas with his family where he spent the rest of his life. His wife of 49 years, Martha, preceded him in death in 1902 and William passed in 1903.
