The son of Francis Marion Carter and Ola Mae (Williams)Carter Scott, Bill had lived in the Guymon and Hardesty, OK areas most of his life moving to Witchita in 1997 to be near his daughter.
He was preceded in death by his parents and a brother, Delbert Carter.
Survivors include his daughter, two grandsons, a sister, and numerous nieces, nephews & cousins.
Graveside services will take place at 10 a.m. Friday, March 24, 2006 at Elmhurst Cemetery in Guymon.
