Vera was the first of three daughters born to Cuba Mabel (St. John) Garver and Jesse Albert Garver (1892-1970). The 1930 and 1940 Federal census records list Vera's place of birth as Pennsylvania.

Vera married Oscar J. Beatty (1919-1988) and they had two daughters, Pamela Dawn (b.Nov. 14, 1941) and Vera Sue (b.June 22, 1943). Vera and Oscar were divorced and Vera later married Lauren E. West; they had no children.
