Former co-owner (with his brother, Lucien) of the Oakley Theater in Lake Worth, Florida. He was a son of William L. Oakley & Sarah Griffin.

He married Winona Harvey on Sept. 1, 1904 in Pike County, Illinois. They had a son, Everette C. Oakley. He next married Leota Eleanor DeVault on June 19, 1910 in Pike County, Illinois. They had at least 3 children:
