He was the son of Tracy Robert Harrington and Mahala Bovard Harrington.
On January 29, 1940 as Tracy B. Harrington, he married Dorothy E. Murphy in the Cathedral Rectory at Colchester, Vermont. The ceremony was performed by the Rev. James E. Horan.
They were the parents of four children.

During high school he was a member of the Civilian Military Training Corp and the Sea Scouts. After graduating high school, he spent one year at Stanton Preparatory School, in Cornwall, New York, to prepare for the United States Military Academy. After graduating in the top third of his class from the USMA in 1938, he received his commission in the Cavalry. His first assignment was at Fort Ethan Allen, Vermont. While there he met and married Dorothy Elise Murphy of Burlington, Vermont, in 1940. They were the parents of four children. During World War II he served in the European Theatre and from 1944 to 1946 commanded the 88th Armored Reconnaissance Battalion. After attending Command and General Staff College, he returned to the USMA, where he was regimental commander for the 1st Regiment of Cadets. He was also commanding officer of the 6th Armored Cavalry Regiment at Fort Knox, Kentucky. After serving in Korea with the United Nations Command/United States Forces Korea, he returned to the United States. He reported directly to President John F. Kennedy as a member of the Net Evaluation Subcommittee/National Security Council, His final assignment before retirement was as Chief of Military Personnel for the CIA. His awards included the Bronze Star for combat and the Czechoslovakian War Cross and he received the Legion of Merit two times.
