Born in the family of a priest. After graduating 1910 Kharkov teological school entered Mechanical department Of Imperial Moscow Technical School. Already in his first year there he became a member of Air aviation society, led at school by Zhukovsky, participated in constructing air-flying machines, measuring equipment and experiments. After the beginning of WW1 R. took part in organising a volunteers' school of aviation and mastered "the art of flying" there. In October 1914 together with another student K.A.Ushakov R. constructed a simulator for pilot training consequently used at school.
In 1915 R. joined the army, graduated the short aviation courses and was managing aviation workshops in Moscow. Along with that he continued some research and was considered an expert by different institutions.
1916 R. was recommend for studying airplane construction and production in allied countries of Great Britain and France. However the following events obstructed these plans to come to life.
1916 R. was moved from Petrograd to Odessa with air fleet. He was sent as the representative of the fleet to the air congress in Moscow 1917 where he was elected a member of the Air Council. October revolution of 1917 he met in Odessa and as the Austrian army was coming, he took responsibility for evacuation of the fleet to Saratov. In January 1918 after the demobilization R. returned to Moscow where he initiated the Central Aero Dynamics Institute inaugurated in the autumn 1918 led by three people: Zhukovsky (chair), Tupolev and R.
Along with the institute R. coordinated the work of avia factories. In 1919 he had to sort out some problems for the workers of Odessa factory. Odessa was occupied by the White Army at the moment and R. decided to use this opportunity to leave Russia and go to America. He got a job on board a ship which was used as a hospital where R. contracted typhus and stayed on board the ship which was directed to Egypt. Thus R. found himself in the refugee camp near Alexandria, where he was employed by British military air forces. Soon he moved to Syria where he worked as a private engineer (1922-25), 1926 moved to Lebanon where he was teaching in the American university in Beirut , becoming senior lecturer (1939) and later professor (1951).
R. retired in 1955.
Married in Egypt on February, 3, 1921 on Elline Brown - native Tiflisa, the daughter of the English engineer working in Caucasus. They had 3 children: Andrey, Ilya, Tatyana.
