Charles Augusta Bills was born on June 15, 1863 in Farmington, Tennessee, the son of John Asbury Bills (1828–1892) and Tennessee E (Foster) Bills (ca 1838– ).
He was married 1st on August 16, 1883 in Marshall County, Tennessee to Sally Davis (1861–1911), and his 2nd marriage was on July 4, 1917 in Sumner County to Anna Adare "Annie" Fleming (1878-1958), the daughter of John Fleming and Almira (Buchanan) Fleming.
A retired paint contractor and resident of 1304 Pennock Avenue, Nashville, Charles was 80 years old and the husband of Annie when he died at home of a coronary thrombosis on November 25, 1943. Burial was the next day in Mount Olivet Cemetery, Nashville.
