Dr. Josephus J. Brown was born in Greene County, Illinois, July 31, 1853, being the youngest of seven children of Squire and Jane (nee Underwood) Brown, natives of Kentucky. The family moved to Alton when Josephus was nine years of age. He later attended Shurtleff College in Upper Alton, and then McKendree College in Lebanon. In 1879, he graduated from the St. Louis Medical College, and opened his medical practice in Washington County, Illinois. A few months later he moved to Troy, where in 1880 he opened a successful practice.

However, he did serve one term as mayor of Troy. In 1907 he formed a partnership with Dr. C. E. Molden, and continued in his profession until November 1919, when he sold all his holdings to Dr. Molden and retired. He left Troy on December 3, 1919 to live in California.
In 1877, Joseph married Rachel Ida Hardy, daughter of Dr. Isaac E. (Alton physician) and Sarah J. (Busby) Hardy. They had six children – Joseph J., Dr. Bruce H., Patti Estelle (died at the age of about 10), Robin (a son who died at age 5), and Wilbur Kenneth. The oldest child, Maynard, died at the age of two, after being kicked by a horse. Mrs. Rachel Brown died in Troy in 1904. Dr. Brown remarried in California in 1920 to Miss Mary Kolb.
