W. Don Maughan, a former state water official in Arizona and California, is dead at the age of 72.

The California Water Resources Control Board said Mr. Maughan died Monday in Sacramento after being hospitalized with pneumonia.

Mr. Maughan was appointed to the board by then-Governor Ronald Reagan in 1973. He left the post in 1979 to become deputy director of the Arizona Department of Water Resources.

Mr. Maughan returned to California in 1985 and was named chairman of the California water board by then-Governor George Deukmejian in 1986. Mr. Maughan retired in 1992.

Mr. Maughan worked for the California Department of Water Resources and headed the federal Water Resources Council in Washington, D.C., before his appointment to the California board .
