Robert majored in criminology at Ohio State University in Columbus, Ohio and held a Bachelor of Science degree in social administration. He earned a Bachelor of Arts degree in education in 1948 from Baldwin-Wallace College in Berea, Ohio. He married Virginia Huntington on 29 December 1941 in Rochester, New York. During World War II, he was a United State Army officer serving in the China-Burma-India theatre. He was recalled during the Korean War and served as a staff and faculty member of the Counter Intelligence Corps training center in Baltimore, Maryland. From about 1946 to at least 1965, he was employed as a juvenile parole officer and field agent for the state of Ohio. He had previous work experience as a federal probation and parole officer and a juvenile court probation officer. In 1965, he took a leave of absence from the State of Ohio to return to school. In 1966, he received a masters degree from the Graduate School of Social Work at Florida State University in Tallahassee, Florida. He was active in his community serving as a Boy Scout leader, Sea Scout ship skipper, a Mason and past Commander of Knights Templar. His hobbies included photography, sailing, and model railroading.
