Mr. McDowell was born in West Branch, Mich. He graduated from the University of Michigan and its law school. He served in the Navy from 1965 to 1968.
In 1971, he came to Washington as a lawyer with the National Labor Relations Board. He joined McGuiness & Williams in 1975 and became a partner in 1982. He specialized in employment discrimination law.
He was a member of Rock Spring Congregational United Church of Christ in Arlington.
Survivors include his wife, Judith Karen McDowell, and two daughters, Amy Irene McDowell and Melanie Kate McDowell, all of Arlington and his mother, Edwina McDowell of St. Johns, Mich.
