Mr. Joseph H. Howard, 78, passed away Saturday, February 16, 2002. He served his country in the United States Navy during WWII.
Upon returning he worked at what was then Laredo Junior College for 20 years as the Superintendent of Maintenance and Grounds.
He was a member of the American Legion Post 59 and a member of the L.U.L.A.C. Council #12 for 25 years. While in the L.U.L.A.C. Council #12 he served as President from 1984-1986. Mr. Howard was the District Director for 6 years and Chairman of the State Convention in 1994 here in Laredo.
Mr. Howard is survived by his beloved wife of 33 years of marriage, Alfonsina V. Howard, his daughter, Sara, his sister, Ruth of Dallas, Texas and nieces, nephews and other relatives.
