U.S. Congressman, Vermont Governor. He studied law, was admitted to the bar in 1823 and commenced to practice law in Waterbury, Vermont. He was justice of the peace, (1826-44), prosecuting attorney of Washington County, (1835-38) and town clerk of Waterbury, (1829-44). He was also member of the Vermont State House of Representatives, (1833-35, 37-40) and served in the Vermont State Senate, (1841-42). In 1843, he was elected as a Democrat to the Twenty-eighth and Twenty-ninth Congresses, serving until 1847. Not a candidate for re-nomination, he was a member of the Vermont State Senate in 1861, Vermont Lieutenant Governor (1862-65) and elected Governor of Vermont, serving (1865-66). After his term, he resumed the practice of law and retired in 1875.
