Peoria Party formed in 1839. Those following Robert Shortess wintered over and arrived in 1840. He states he was born in PA and was 36yrs old when he joined the Peroia Party in 1839, which would give birth year as 1803, OR State Archives gives his birth year as 1796-97 b PA.

Following the establishment of the Provisional Government he became County Judge of Clatsop County; Elected 1st School Clerk of District #4 in Astoria; Served on the Committee on Legislation for the Provisional Government. He was a US Indian Sub-Agent for several years.

In 1870 Robert sold most of his property and went to live with his daughter who was married and lived about 15 miles from Astoria. He spent the last years of his life there and died 4 May 1878. His body was brought down the river in a row boat and buried in Astoria Cemetery.
