Leroy was raised at Morris, New Jersey and Clarkstown, New York where his father was in the newspaper business. He was the son of English immigrant, Bertram Hockin, and Irene Smith Hockin. He was a member of the Boy Scouts of America, and in 1921, received the Gold Medal of Honor for the heroic rescue of another boy. Leroy, and three friends, were in a boat on Swartout Lake when one boy, who could not swim, fell into the water. Leroy stood on the edge of a boat and dove to the bottom, grasped his friend and brought him to the surface and his life was saved. Leroy held jobs as a broker office boy and plumber’s helper until he married first to Margaret Cecilia Cole on 16 September 1928. They made their home at Clarkstown where he worked as a factory machinist. They had no children and divorced in 1943. Leroy relocated to California after 1930. He married next to Cornelia Vellekamp on 25 December 1943 at Reno, Nevada. They made their home at Salinas, California where he worked at places such as Mission Creameries, Sego Milk Products, and Nestles. Leroy and Cornelia were the parents of three children; one daughter and two sons.
