Mayor of the independent City of Brooklyn, New York. Samuel S. Powell was born across the river in New York City, moving to Brooklyn in 1828. He was a clothier and tailor by trade. He entered politics as an Alderman and ran for Mayor of the City for the 1857-58 term. He was re-elected for a second term, 1859-60 and then a third, 1872-73, winning the election over two men who had previously served as Mayor, Samuel Booth and Martin Kalbfliesch .

His political career continued after serving as Mayor, when in 1877 he was elected Treasurer of Kings County. However, a diagnosis of cancer kept him from ever serving in this position. The disease claimed his life two years later.
