Born in Sumter, a son of John Brawner and Rosa Emma Brand Duffie.

In the 1917 World War I registration he was an attorney and was teaching in Boys High School of Sumter. At that time, he was a single young man caring for his widowed mother.

He married Helen Louise Allen, daughter of Robert Bruce and Daisy Ozment Allen
.

During his life, he served the citizens of Sumter in the SC House of Representatives (Speaker pro tem) and as Sumter County Auditor.
