Charlotte was born and raised in Providence, R.I. She graduated from Hope High School and attended the Rhode Island Hospital School of Nursing. She became the first black female precision inspector at the Bulova Watch Company in Providence, R.I.
As a military wife, Charlotte lived in Hampton, Va., Fort Riley, Kan., Providence, R.I. and Fort Dix, N.J. While living in Fort Dix, she worked in the medical records department of Walson Army Hospital. There she processed new doctors into military service, many of whom are currently practicing as local civilian doctors. Charlotte later transferred to the VA Hospital in Philadelphia, where she worked as a supervisor in the psychiatric department for many years before retiring. She then became a part-time receptionist at Consarc Corporation in Westampton, N.J. for four years.
Charlotte volunteered part-time at the Rancocas Valley Hospital, Willingboro, N.J. Her favorite pastimes were dancing, visiting her daughter at the shore, shopping and watching the world go by on her porch. She also loved going to church and will be sadly missed by those that knew and loved her.
Charlotte is preceded in death by her parents, Flen and Myra Noonan; and her brothers, George Strait (Margaret) and Herbert Noonan (Agnes). She is survived by her loving daughter, Candace Brown and fiancé Gary Braithwaite of Atlantic City; son, Linwood Price and fiancée Constance Thomas of Willingboro; niece, Ann Noonan (John) of Hawaii; and nephews, George Strait (Lisa) of California, Herbert Noonan, USAF Retired Col. of Nevada, Dr. Allan Noonan (Martha) of Maryland, Wayne Noonan (Debbie) of Oregon and Glen Noonan (Mary Nell) of Michigan.
Funeral service will be held at 10 a.m. on Monday, Sept. 16, 2013, at the W.R. Woody Funeral Home, 465 High Street, Burlington, NJ. Family and friends may call from 9 a.m. until time of service. Interment in Beech Grove Cemetery, Westport, Mass.
