Lt. Foley was a platoon leader within "Easy" Company, 506th Parachute Infantry Regiment, 101st Airborne, the company made famous in the book, and movie "Band of Brothers." He was portrayed in the movie by Jamie Bamber. Foley first saw combat as a replacement in 1944, in the town of Foy, outside of Bastgone, he also took part in the actions in Haganeau in 1945. During the company's time in Haganeau, Foley sent two men, one of them Pvt. Roy Cobb, to a court-martial board for unnecessary risk for going into town to find some booze. Col. Sink stated to him, upon his arrival to the Regemential Command Post, "Foley, you should've shot those fellas, it would've saved us all this paperwork."
After the war, Foley returned to Pittsburgh, and worked for Alcoa in various positions before retiring in 1982.
Foley was located by fellow 'Easy" veteran Bill Guarnere through a letter, and he attended all reunions until his death in 2009.
