Death Takes C. E. Bailey

Charles E. Bailey, 59, executive secretary and general manager of the Portland commission of public docks since December, 1941, died at his home early Wednesday after an illness of about two months.

Mr. Bailey was secretary-treasurer of the Pacific Coast Association of Port Authorities and was a member of several committees of the American Association of Port Authorities at the time of his death. He also was a member of the foreign trade and shipping committee of the Portland Chamber of Commerce, and was a past president of the Northwest Marine Terminals association.

In addition to his professional activities as a rate and port authority, Mr. Bailey was active in the Men's Garden club and specialized in daffodils, for which he became an authority on breeding and pollenization.

Born at Baileyville, Kan., June 2, 1885, Mr. Bailey came to Portland in 1904. He was in business for hiself for several years and become associated with Grant-Smith company in 1917. He joined the commission of public docs as a clerk at terminal No. 4, June 15, 1919, and became superintendent of terminal No. 3 in 1920. He was made chief clerk at terminal No. 4 in 1921, and was transferred to the main office of the dock commission in January 1927, as traffic director. He was a foremost authority on traffic and rate matters and became manager of the commission in December, 1941, upon the death of Philip H. Carroll.

Mr. Bailey was a member of Doric Masonic lodge.

Mr. Bailey is survived by his widow, Mrs. Jeannette O. Bailey; a son, Ogden, of Oregon State college, Corvallis, Or.; his mother, Mrs. Eva Ford, Portland, and a sister, Mrs. Edna Couch, Bremerton, Wash.
