Frank was the son of Dee Proper and Leota Todd. He was the full brother of Larry and half brother of Richard Michael (Mike), Donna Marie and Arlie Richard "Rick".

He married Catherine Judkins and from this union had two children: Anthony "Tony" and Nichole "Nikki" Proper.

After his divorce his life partner was Shawn Quigley

Francis Dee Proper, 53, Harrisonville, died Oct. 12, 1994, at Trinity Lutheran Hospital. Memorial services will be at 4 p.m. today at the Raytown Christian Church; cremation. The family requests no flowers and suggests contributions to the Good Samaritan Project. Mr. Proper was a lifelong area resident. He was a beautician. He was a member of the High Point Baptist Church.

Survivors include a son, Tony Proper, Independence; a daughter, Nikki Proper, Kansas City; his mother, Leota Mathis, Harrisonville; his stepmother, Gusta Proper, Warrensburg, Mo.; three brothers, Mike Barr, Springfield, Ricky Barr, Odessa, Mo., and Larry Proper, Texas; and a sister, Donna Marie Bartlett, Texas. He is also survived by a companion, Shawn Quigley of the home.
